CI 与发布一致性门禁（v1.4.8-dev 文档）

English summary. This document defines the static CI workflow plus the release-consistency script. Local gates are tools/build.sh, tools/test.sh, tools/robustness_test.sh, tools/test_qfmt.sh, async/macro drivers and portability CI. The GitHub workflow is a static definition and has not been run on GitHub-hosted runners; no CI-green claim is made. See docs/ENGLISH_SUMMARIES.md for the English index; the Chinese text below is authoritative.

流水线：.github/workflows/ci.yml（Linux x86-64 为主；win32/ARM64 可选 SKIP）。

门禁步骤（与本地脚本一致）：

1. tools/build.sh —— 5 锚点（bqvm/bqvm_small/qboot/cgtest/cgtest_aot）与 bootstrap 固定点校验；
2. tools/test.sh —— 全量语言测试（含 fs/P5/P6 等）；
3. tools/test_async_io.sh —— async A-lite 30/30；
4. tools/test_fs.sh —— std.fs（VM ops + AOT loud）；
5. tools/robustness_test.sh + bench/run.sh；
6. ci/portability_check.sh —— 平台矩阵（Linux 必需；win32/ARM64 可选）；
7. tools/check_release_consistency.sh —— 文档/锚点/版本一致性（发布前必须 PASS）；
8. 二次 build 字节一致（build SAME）。

说明：CI 不生成发布 tar；发布工程负责 VERSION/tar/site/overlay（qpm tools 等）。
